| 1988（昭和63）年 | 6月 | Aomori City Mayor announces the establishment of Aomori Public University at the City Council meeting |
| 1990（平成2）年 | 5月 | Preparatory activities (promotions, fund-raising etc.) began for the establishment of the university |
| 1990（平成2）年 | 12月 | ‘Aomori Public University’ proposed by the special committee as the official name of the university. |

| 1992（平成4）年 | 4月 | Application made to MEXT (Ministry of Education, Culture, Sports, Science and Technology) for government approval and recognition |
